Bidding is starting for cities wanting to host DebConf in 2019. There is a video about it here and a wiki page about the bid process
Some of the countries already on the list are quite close to you and maybe you could collaborate on one of those bids too. E.g. if it goes to Greece, then many people could take the bus there and people who want to be part of the team could request assistance with expenses.
